Penhall has been the United States’ and Canada’s go-to concrete services partner for a wide range of industries since 1957 when Leroy Penhall realized an opportunity during Anaheim, California’s “Orange Grove Development Boom” of the late 1950’s. He bought his first concrete saw: the gas-powered diamond saw, which allowed Penhall to introduce rigorous concrete work with precision and speed. What began as a single flat saw operation has developed into an expansive offering of concrete solutions, including concrete scanning, cutting, sawing, and breaking and removal.
Today, with 40+ branches across the United States and Canada, and over 16,000 customers served by a staff of over 1,300 professionals

LB Penhall Company, Inc. was formed in 1957 by Leroy Penhall, a masonry contractor in Anaheim, CA. The Anaheim “Orange Grove Development Boom” of the late 1950s was the catalyst that compelled Leroy to buy his first concrete saw. The gas powered diamond saw allowed Penhall Company to broach laborious concrete tasks with precision and speed.
By 1963, Penhall Company had grown to 13 employees performing concrete sawing, breaking and removal jobs full-time. Penhall Company had quickly become the exceptional and reliable choice for concrete services in the California Southland.
Nationwide Expansion
In the mid-1970s, nearly 20 years after the doors opened, Penhall Company had expanded beyond Anaheim to offices in Riverside, Camarillo, Los Angeles, Oakland, and San Diego, California.
Leroy Penhall, an avid pilot, died with his wife in a plane crash in the California High Sierra Mountains in January of 1975.
Roger Stull became the owner of Penhall Company in 1975. Penhall Company continued to grow not only in market share for concrete sawing, drilling, breaking, and removal, but also in expanded contractor and infrastructure services for highway renovation and modification work and structural demolition of any size and scope.
In 1998, Roger Stull handed over the reins to John Sawyer as President and CEO. Under his leadership and vision the company’s geographic footprint expanded more than ever with green field startups in Portland, OR., Salt Lake City, UT., Denver, CO., Dallas, TX., and acquisitions in Austin, TX, Raleigh, NC., Atlanta, GA., Birmingham, AL., Hawaii, Toronto, and several other North American markets.

Advances in Technology
In 2001, Penhall Company began to offer concrete scanning to better meet the growing needs of our customers. Using ground penetrating radar (GPR) to locate pipes, conduits, utility lines, rebar, voids within concrete, and other subsurface hazards ensures projects are kept on budget, on time, and most importantly, safe.
To better evolve with the concrete industry, Penhall Technologies was launched in 2016 to provide concrete scanning, utility locating, and X-Ray technology. With over 50 expertly trained analysts and the employment of state of the art equipment, Penhall Technologies has become an industry leader in non-destructive testing (NDT) and ensures that all projects are completed with optimum accuracy.

Emphasis on Safety
C. George Bush was promoted to President and CEO of Penhall Company in 2006. George Bush lead the initiative to improve the company’s safety performance by implementing programs to create a culture focused on safety in this high risk, specialty construction business. Acquisitions were made in the Midwest and East Coast grinding and grooving markets to expand our presence in the highway rehabilitation market.

Acquisition by H.I.G. Capital, LLC
In 2023, Penhall was acquired by H.I.G. Capital, LLC and they continue to carry the torch of the great company that LB Penhall founded over 60 years ago. Prompt, courteous customer service, with a focus on safety, quality work and well maintained, clean equipment was a standard that Leroy Penhall established and is still actively maintained today.
Today, Penhall Company is the largest provider of concrete cutting, concrete breaking, excavation and concrete highway grinding services in the United States.
