Scarifiers, also known as surface planers or milling machines, are used to cut or scar the surface of concrete with the use of tungsten carbide cutting tools that rotate around a drum. Scarifiers remove concrete quickly and aggressively, leaving concrete surface profiles (CSPs) ranging from 4 to 7.
Scarifying is useful in applications where an existing surface is not in a suitable condition, such as the removal of old coatings—including floor tile mastics, rubbery adhesives, and epoxy—leveling uneven surfaces and misaligned joints which pose a trip hazard.
The resulting surface profile is ideal for creating a durable surface bond for new floor coatings, such as epoxy, grout, and other coverings.
The cutting depths of Penhall’s scarifiers are adjustable, with some models achieving up to ¼” of material removal in just one pass. This allows us to perform heavy milling on a large scale. We have removed a half inch or more from surfaces measuring tens of thousands of square feet in challenging circumstances where simply tearing out the existing surface was infeasible due to cost or time limitations.
In applications where concrete surfaces must be repaired using a lower impact solution—or where a more finished surface is desired—concrete shaving is often the ideal solution. Diamond shaving or grinding is a process in which surface material is removed using stacked diamond blades mounted on a rotating drum, producing a smooth, grooved surface.
Shaving is effective in leveling misaligned joints and uneven surfaces, and achieves a surface profile that is smoother than scarifying, creating more of a corduroy type appearance and texture. Our concrete shaving services have proved to be a particularly ideal solution in applications demanding a grooved, high-traction surface, such as the resurfacing of parking ramps, handicap ramps, warehouse floors, and environments where heavy moisture is often present.
Penhall’s concrete scarifying and shaving services are suitable for even the most challenging projects.
Penhall Company has had the privilege of leveraging our experience and expertise to resolve challenges which proved more difficult than initially expected due to the scale of the project, or the limitations imposed by the environment. Common concrete surface issues we tackle include:
- Scarifying and shaving down the entirety of concrete slabs which were too thick due to installation errors or unforeseen complications.
- Scarifying and shaving a new slab so that it is identical in thickness and grade to an adjacent, previously installed slab.
- Modifying door thresholds which previously blocked the doors for opening.
- Resurfacing slab floors which could not be torn out due to infrastructure installed within the flooring.
- Preparing slab floors for the installation of a new surface.
Penhall has long been the industry leader in outdoor infrastructure concrete grinding and grooving.
However, performing concrete surface preparation in indoor spaces poses unique difficulties and limitations. We often must grind or scarify surfaces adjacent to obstacles which do not allow for the use of a full-size milling machine, and work in spaces where employees and even the public are present.
We anticipate and address these issues through the use of 480-Volt 3 Phase, European-made milling machines which do not produce exhaust, mini grinders and groovers which can be maneuvered into tight spaces, HEPA vacuum systems which capture and secure dust from concrete and surface materials, and other technologies and systems.
Our unique combination of expertise and technology makes Penhall the foremost provider of concrete milling services, no matter the application or environment.
The Penhall team is ready to make your next project a success.
Often when Thompson has used Penhall it has been in an outage situation where safety, timing, and production are paramount. Penhall has always successfully completed the work on time and within the agreed upon budget. They have a meticulous attention for detail, a great regard for safety, and are readily available and willing to answer any questions. With their numerous years of experience, they were more than capable of thoroughly handling any problems that arose.
In my opinion, Penhall would be an excellent choice to be considered as a critical team member of any industrial construction project.

Penhall Company has always been on the leading edge of technology, this (digital x-ray) is just one more example.
I contacted [Penhall] for 2 floor scans on [a] 5th floor room. [They were] able to come and complete the work needed by [the] afternoon. We thank Penhall for always being accommodating for our project success

The scan done of our existing slab saved both the owner and myself money and headaches. The scanned lines were undocumented power lines for future expansion. If we would have hit those lines it would have been a mess and would have not only cost our project money, but also the project in the future that is planned for those lines. Thank you for what your team did.
The work performance of Josh, Henry, and other crew members has been exceptional. The crew arrives on time and prepared to work. The Penhall crews have met or exceeded expectations during their time on the project. I was fortunate enough to witness several operations, including the rebar scanning, which turned out to be a new learning experience for me. Karina took the time to teach me how the rebar scanning device worked. In addition, Penhall crews assisted with resolving any unknown issues that presented a challenge. For example, Henry played an active role in resolving issue of avoiding rebar during the coring operations and minimized any potential impacts.
The communication efforts between BZJV staff and Penhall demonstrated true partnering between contractor and sub-contractor and to the success of all. I personally enjoyed working with Penhall and look forward to continuing the working relationship in the future.
Just wanted to drop you and your team a line of appreciation on the great service Penhall provided on the bridge deck grinding needed for our project. It truly was a pleasure working with Penhall glad the company keeps the people that help them be successful from state to state. Thanks again for your service.
