PROJECT HIGHLIGHTS
At 660 J Street in downtown Sacramento, Penhall Company supported the transformation of an existing four-story building into Sutter Health’s new Advanced Orthopedics & Sports Medicine Care Complex. The 120,000-square-foot facility will bring together specialized orthopedic and sports medicine services, including physical therapy, diagnostic imaging, ambulatory surgery, and other patient-focused care.
Penhall provided specialized services across multiple phases of the project, including structural FRP reinforcement, roof demolition, GPR scanning, and core drilling for new MEP openings. With crews ranging from 4 to 15 employees, Penhall adapted its resources to meet the project schedule and changing construction demands.
PROJECT HIGHLIGHTS
Penhall brought multiple specialized capabilities to the 660 J Street project, supporting structural, demolition, and MEP-related construction needs.
- FRP Structural Reinforcement: Installed fiber-reinforced polymer reinforcement on the top and bottom of existing floor slabs, with approximately 8,000–10,000 square feet of FRP work per floor.
- Roof Demolition: Removed approximately 10,000 square feet of existing roofing material as part of the building transformation.
- GPR Scanning: Performed subsurface scanning throughout the building to identify existing structural elements and help plan new penetrations.
- Core Drilling: Drilled openings required for new mechanical, electrical, and plumbing (MEP) systems.
- Engineering Coordination: Partnered with Fyfe on engineered FRP drawings and site requirements to support proper installation.
- Flexible Staffing: Mobilized crews ranging from 4 to 15 employees to meet changing project demands and maintain the construction schedule.
- Multi-Client Coordination: Completed work for three separate clients across different portions of the project, demonstrating Penhall’s ability to support multiple phases of a complex construction project.

The transformation of 660 J Street will create a major new destination for orthopedic and sports medicine care in the Sacramento region. Once complete, Sutter Health’s Advanced Orthopedics & Sports Medicine Care Complex will bring multiple specialties and services together under one facility.
